SINGLETON Council has highlighted a number of issues with the Huntlee Holdings Pty Ltd Development Control Plan included in the project application for Huntlee New Town.
A report written by Gary Pearson for Monday night’s meeting, comments that the draft DCP is poorly worded and structured such that the provisions would be difficult to enforce by the consent authority.
He recommends the draft DCP be completely revised in consultation with Singleton Council and Cessnock City Council.
The road designs are also inconsistent with Singleton Council’s standard minimum design width requirements.
The DCP indicates cycleway links and provision of public parks within the Singleton LGA but management of the public parks has not been addressed by the DCP and there is no consultation with Singleton Council in regards to the cycleway links.
The report states there has been a significant lack of consultation in regard to the project application and associated draft DCP.
It states the draft DCP fails to provide detailed design criteria for commercial and retail development.
The dwelling densities outlined in the draft DCP are unable to be enforced.
The report also states that parts of the draft DCP shows the locations of known Aboriginal objects.
Mr Pearson advised council resolve to raise those matters discussed in the report with NSW Planning as failure to do so could result in council and the community being adversely affected.
He concludes that while the Stage 1 subdivision is not proposed to occur within the Singleton LGA, the draft DCP lodged with the application and the precedents set by the application; have the potential to impact upon Singleton Council and the Singleton community.
