It comes as more than 1 million early votes and postal votes have been lodged, with the VEC advising early voters to cast their ballots after 2pm today to avoid a long wait.

In Frankston, early voters have to line up at the Justice Service Centre and Department of Human Services alongside parolees who are reporting to authorities and families involved in child protection matters.

Liberal candidate for Frankston Sean Armistead said the location of the early voting centre was "terrible" and he would lodge a complaint with the VEC after the election.

"It's a very poor choice of a location, our presence has annoyed staff and annoyed the clientele. It's not good for voters."

On the other side of town, a stoush has emerged in Kew between a body corporate and the VEC over an early voting centre on Princess Street.

Melbourne Body Corporate Management has issued a "breach notice" to the tenant, kicked campaign volunteers off the grounds and banned voters from queuing inside.

In a letter sent to the occupants, Melbourne Body Corporate Management Kew manager Robyn Taylor said she was "shocked and horrified" to discover an early voting centre was on the site.

"This has caused enormous issues for the Owners Corporation and put an extreme amount of pressure on the bathrooms, kitchens and lifts, to such an extent that one of the lifts was out of order yesterday afternoon."

Some candidates are joking that polling booths could be quiet on election day following the aggressiveness of pre-polling.

VEC communication officer Mary Sammut said as of 12.40 am, 799, 853 early votes had been issued and around 253, 652 postal votes had been received.

This compares to 543,767 early votes ahead of the 2010 election and 247, 642 postal votes.

"People tend to go at that lunchtime period, we would recommend they go after 2pm."

She said the VEC had anticipated 32 per cent of votes would be cast early and had put on extra staff to meet this surge in activity.

She said early voting centre staff had refused to let some people cast their vote because they did not meet the requirements of not being able to vote on election day.

One Labor MP said the early voting centres had been staffed inadequately.

"It has been disgraceful, it is no fault of the VEC staff, who have been sensational, it's just there's not enough people there."

The MP said it was ridiculous that around 25 per cent of all votes would not be counted on Saturday night. "What is this, third world stuff?"

ALP state secretary Noah Carroll said the magnitude of early votes had taken every one by surprise.

He has asked the VEC to begin counting early votes on Saturday night, although this is unlikely.

"We are setting ourselves up for a scenario where on the night we may not know the result, even though it's not close."
