Contractor KCE began work on the pavement upgrade in November but it came to a halt two weeks later when a constructability performance review identified issues with the road sub-base.
It was recommended that to achieve the full potential of the road it would be better to improve the condition of the pavement.
The variation will provide an enhanced level of service and provide more opportunity to recover from storm events quickly.
On Monday night, council approved the variation to the contract for the improved design.
It’s anticipated that construction works will resume on January 5 – and should be completed in March, weather permitting.
KCE is controlling site access and traffic movements in accordance with a traffic control plan.
Traffic measures that are currently in place at the site will remain over the Christmas and new year period.
Resident access will be maintained.
Council has been made aware that some motorists have engaged in removing barriers and travelling through the work site.
Council wishes to remind residents that such practices are not only dangerous but illegal and are reportable to police.
Residents concerned with matters of access or safety can contact the project manager Joe Myson on 0412 081 486.
Singleton Council general manager Lindy Hyam says council has been working with local residents to get the best interim arrangement possible to provide reasonable access.
“Council appreciates that the delay has inconvenienced motorists and residents,” she says.
“We had originally anticipated the project being completed by the end of January but we believe the recommended revisions will enable the new road pavement to reach its full design life.
“This will be of long-term benefit to council and ratepayers and will significantly reduce the risk of the pavement failing prematurely.
“We appreciate the ongoing patience of residents and thank them for their understanding.”
