Lodged by Fabcot Pty Ltd in March 2015, the development application (DA No. 150/2015) seeks consent for a Woolworths, BWS and speciality shops at LOT 4 DP 1196266, 1 Glass Parade, Hunterview.
They met in Singleton on Thursday to make the final decision after an earlier meeting in January.
Mayor John Martin, who was on the panel, says the application was thoroughly examined, including late submissions and objections, and approved with conditions.
He says although it was a contentious issues with the downturn and the size of the buildings compared to the original neighbourhood centre concept, the growing population in the area needs to be catered for.
Work on upgrading Glass Parade, one of the entry points to the new centre, is also set to begin, Cr Martin says.
