First they have to vote on a proposal to demolish two existing poultry sheds and construct four new sheds, machinery shed, dwelling pad and associated landscaping at a property located on Elderslie Road Elderslie.
In keeping with the poultry theme for the night the second proposal Council will consider is the development of a feedmill at Belford that will produce chicken feed.
Both proposals have received a recommendation from Council staff for their approval subject to conditions but they are both opposed by local residents.
A third DA to be consider at the meeting is an application from McDonalds Restaurant for 24 hours seven days a week operation of their drive-through facility. Earlier this year Council approved similar hours of operations for their restaurant.
In addition to the DAs Council will also be voting on the whether to place the Draft Management Plan for Burdekin Park on public exhibition.
All in all a busy night at Council.
The Elderslie development was originally approved by Council only to see a rescission motion lodged and passed in April to withdraw that approval.
In May Council officers and Councillors held a conditions workshop to review the possible amendments to the proposed conditions, taking into consideration the matters raised in the rescission motion :
- 1. Conditions of consent in regards to hours of operations being ambiguous;
- 2. Variation of setback and as such over development of the site;
- 3. Uncertainty how occupational certificate will be issued if sheds are to be constructed in stages and as such how noise and odour monitoring will function;
- 4. Storm water management on site - lack of written information - sizing of dam.
In the Council report on the proposal it recommends the proposed consent conditions be modified to take into consideration issued raised in the rescission motion, the outcomes of the Councillor workshop, peer review of the noise impact assessment and the applicant’s response.
The feedmill at Belford is set to operate 24hrs/day seven days a week and require the arrival and departure of B-double vehicles.
On both issues local residents have raised strong objections along with their concerns on dust and noise impacts.
