Vaughan, who represented the University of Newcastle this year, has been selected at number-seven while Merrick, son of former Wallaby Steve, has been picked at number-two.
"It's always great to make it this far along in the program," Merrick said.
"It's great to play in a higher level comp compared to club or regional, it makes me feel like I'm going into battle of city or country for who's the better squad."
"Dad's advice is always 'gonna rip in today' or 'gonna have a go or what'?" he added.
