Dylan Cassidy was on ice, speeding and didn't have a licence when sent the stolen car flying at Cranbourne in southeast Melbourne.
Jordana Dudas-Kirkwood, 20, died at the scene and 16-year-old Byron Hampton died on the way to hospital on August 11, 2019.
Cassidy escaped the wreckage through a window and made a run for it before returning to grab a satchel containing ice and GHB. He fled again and ditched the drugs on the street before being stopped down the road by witnesses.
The 20-year-old was jailed by Victoria's County Court on Thursday for 11 years and five months. He must serve eight years before being considered for release on parole.
Judge Liz Gaynor said Cassidy had been a "one-man crime spree" to fuel his ice habit in the weeks leading up to the crash.
The young man previously pleaded guilty to 11 charges, including two each of culpable driving causing death, reckless conduct endangering life and drug possession.
He also admitted three counts of negligently causing serious injury, as well as failing to assist at the scene and stealing the car earlier that day.
It had been spotted travelling at 123km/h along a freeway and Cassidy picked up four passengers before the crash.
Two of them survived, with a 17-year-old girl suffering serious injuries.
An 18-year-old man was largely unscathed, climbed out of the wreck brandishing a knife and had to be restrained.
"This was absolutely appalling, incredibly dangerous offending," Judge Gaynor told Cassidy.
"Two families have been left bereft and forever grieving."
Another driver was also injured in the crash and trapped in her own car alongside her daughters, aged six and nine.
The mother's right wrist was shattered and she's unlikely to regain full use of it. Her eldest child has post-traumatic stress disorder.
Cassidy was on bail charged with other offences at the time. He started using cannabis and ecstasy from the age of 12, drank heavily and become hooked on ice after trying it on his 14th birthday.
Growing up, he was largely left to fend for himself as his mum went in and out of jail. He was kicked out of school in year 10.
In custody, Cassidy was diagnosed with anti-social personality disorder and a severe substance abuse disorder.
Judge Gaynor was sceptical about his chances for rehabilitation without drug and psychological treatment.
