Police returned to the Caledonian Hotel at Singleton about 5pm on Tuesday, where they handed the 57-year-old man two fines for failing to comply with a COVID-19 government direction.
Police said it came after the man received two penalty infringement notices on Monday for being on a "higher risk" premises while not fully vaccinated against COVID-19 and not taking reasonable steps to ensure unvaccinated adults were kept off the property.
A 54-year-old staff member was also fined on Monday for being at the pub while not fully vaccinated.
Police said officers spoke to the licensee on each visit about his responsibilities while the public health orders were in force.
Pubs were among a range of commercial operations that reopened to the public for sit-in service on Monday after COVID-19 lockdown restrictions, which were introduced in early August, eased.
But the wind-back applies only to people who have had two coronavirus vaccinations, until December 1.
In a Facebook post on Tuesday, between the two visits from police, Caledonian Hotel management said the venue was "still here cracking along FOR ALL now and always".
Police said in a statement on Wednesday morning their inquiries were ongoing.
