In excess of 280 guests (the largest ever attendance) attended the ceremony.
Mitchell led the count from virtually the first round and polled 23 votes, including seven best on ground, to win by seven votes.
The 24 -year- old will be key figure for the Roosters when they attempt to win the premiership on September, 3.
They will play the winner of this weekends preliminary final between Maitland Saints and Newcastle City.
Another key player will be full forward Travis Bates who was presented with the 1st Division leading goalkicker award after finishing the home and away season with 112 goals.
